Xi'an Aims for 100% NEV City by 2030

BEIJING, November 10 (TMTPOST)— The authority of northwestern China’s Xi’an city has released the guidelines for accelerating the development of new energy vehicle (NEV) industry, in which the goal of full adoption of electric vehicles in the city by 2030 has been set. According to the guidelines, Xi’an will work to achieve an adoption rate of 100% in the public sector and around 50% in private cars by 2025. Xi’an is the first major Chinese city to set the goal of the kind in China.

The automobile industry is a pillar industry for Xi’an, a major economic and industrial powerhouse in Northwest China. The city also has leading experience in the promotion and adoption of new energy vehicles in China. In 2013, Xi’an became a model pilot city for new energy vehicles, which put the city on track to develop its own new energy vehicle industry. By October this year, the adoption rate of new energy vehicles in Xi’an hit 17.86%.

The local authority sets the goal of a 50% adoption rate of new energy vehicles in private car ownerships by 2025 through continued favorable policies for new energy vehicles, such as parking convenience, restriction-free policy, charging pile subsidy, and more. The local authority also mentions in the guidelines that it will support automakers in building business channels and sales promotion and organizing “trade-in” sales programs to attract consumers.

Xi’an’s public sector is expected to achieve full new energy vehicle adoption by 2025 while the entire city is expected to achieve full adoption by 2030. Starting from 2021, the new logistic center has been using a fleet that is made of electric vehicles entirely. The city aims to transition its public buses and taxi cabs into electric vehicles in 2024.  By 2028, the cabs that consumers hail on online platforms will all be electric vehicles. Xi’an will work to deploy 1000 small electric trucks for transporting construction waste in the city by the year-end of 2022. In addition, the city will try to replace all vehicles used for driving classes and tests, city cleaning (small and medium-sized vehicles), public transportation in the city and tourist sites, logistics, and construction material transportation, etc. with electric vehicles.
